Addressing Water and Sanitation through Governance Structures

Samarthan has been working on the issue of sanitation with the objective to demonstrate the capabilities of the Panchayas and gram sabha in Planning, execution and long term sustenance of participatory water and sanitation initiatives towards establishing the vigor of local self government. Under this project Samarthan has been working in 12 villages of 6 Panchayats in Sehore district. The programme focuses on motivating the families for constructing toilets, developing water harvesting structures and making safe drinking water accessible to people in the village. During the year more than 380 toilets were constructed in these villages with a very modest financial support form Samarthan. More than 1400 feets of drainage systems were developed in these villages. In the places where drainage systems were not possible, soak pits were made by the community. More than 60 roof water harvesting structures were created in Manpura panchayat, and this has resulted in increased level of water in the wells. In Rajukhedi village (Rajukhedi Panchayat) and Karariya Aata village (Kharpa Panchayat), piped water supply systems were developed. These systems were developed with nearly 30% contribution from the panchayat and the community. The gram panchayats collect taxes (Rs 10 per consumer for common stand posts and Rs 20 per consumer for individual connections) from the villagers for the maintenance of the system. Systems of Community Based Monitoring have also been developed in each of the 12 villages where these interventions are being done. As a result of interventions in Rajukhedi Panchayat, where toilets are now available in each household, proper drainage systems, roof water harvesting structures have been developed and piped water supply system has been installed, the Panchayat has been awarded the Nirmal Gram Puraskaar by the Madhya Pradesh Government.
