Public Expenditure Tracking

In the developing world, decentralized planning and budgeting processes need to become more people-centered. In recent times, majority development programs have been based on decentralized approach. However, transparency and accountability in these programs were not up to the mark. The objective of the public budget expenditure tracking is that citizens have to take greater interest on how governments use public resources.

Considering that the budgets and expenditure tracking is an crucial instrument for promoting accountability and transparency, Samarthan has been conducting budget tracking of NREGA implementation in two districts of MP i.e. Sehore and Panna. Under this initiative, we have been tracking expenditure of the resource outlay at the district and block and GP level.

Following are the key issues for budget expenditure tracking under NREGS implementation:

  • Utilization Certificates of the works completed
  • Analysis of online MIS data for different blocks
  • Verification of muster rolls and entry on job cards
  • Reporting from Panchayat to Block and from Block to District
