Protect children’s rights through promotion of basic education by innovative approaches

Description Madhya Pradesh has historically been a state with very low level of literacy. Way back in 1978, during preparation of Sixth Five Year Plan, it was identified by the Planning Commission as an educationally backward state (Citizen’s Report on MDG’s). In 1991, 56 percent of its population was recorded illiterate, 70 percent of the women were unlettered and literacy levels of schedule caste and schedule tribe were 35.1 and 21.5 respectively (State HDR, 2002). In 2001 census, the literacy figures have improved to 64.1 percent, with 77 percent for men and 50 percent for women. However an intra regional and a gendered analysis of the progress reveal there’s a long way to go. More than 90 percent of the low performing districts of 1991 continue to be low performers in 2001 with literacy levels varying between 30 to 50 percent as against the state’s aggregate of 64 percent.

Key Objectives
  • Developing community monitoring systems to ensure effective implementation of SSA to ensure equitable access of elementary education for the poor and the disadvantaged
  • Sharing of the findings of ‘Report Card’, initiate joint planning at district level and develop school plan and annual plan
  • Strengthening School Management Committee (SMC) members to ensure equitable access of quality primary education for the poor and the disadvantaged
Key output
  • Report Card on the status of primary education in Madhya Pradesh was published and disseminated for bringing the challenges in primary education
  • Sensitised and oriented elected representative of PRIs which led to review of the work of primary school teachers by gram Sabha
  • Capacity Building of SMCs led to SMCs beginning school visits to supervise MDM and teachers’ behaviour during school transactions. In Datia the SMC in one Panchayat refused to acknowledge the appointment of Atithi-Shikshak by DEO and appointed new teachers
  • Improved school functionality due to preparation of school plans by the SMCs
