Reaching out to citizens of Madhya Pradesh through radioSamarthan launched an intensive media campaign to inform citizens about the Right to Information. Four phone-in radio programmes in the months of June 2006 and August 2006 were broadcasted on hyper band channels from Gwalior, Indore, Bhopal, Jabalpur, Chhattarpur, and Narsinghpur. The phone in programmes had experts on the subject including the Chief Information Commissioner who addressed the queries raised by citizens across the state. Print media was extensively used at the district level for carrying out experiences, information analysis and bottlencks pertaining to the RTI to build pressure on the administration as a follow up on the information received Self Disclosure of Panchayats Samarthan motivated 5 Panchayats each in Sehore and Ajaygarh to prepare self disclosure manuals in accordance with the Section 4 (1) (b) of the RTI Act 2005. These documents were prepared and were kept at the Panchayat so that the Gram Sabha members can review the document at any time. In some other panchayats information relevant to the citizens were put up on notice boards for the citizen. Seven panchayats in Ajaygarh block have displayed cost and physical details of the development works undertaken during the year on notice boards. This contains information on the works undertaken, the budget and the actual cost incurred. Five panchayats each in Ichchawar and Pawai blocks displayed the list of persons benefitted under different schemes.
Zila Panchayat Member Seeks Information Ajay Patel is the Zilla Panchayat member in Nasrulla Ganj block of Sehore district. While attending the meetings of the Agriculture Department, he happened to hear claims that hundreds of farmers had been benefited by the department’s schemes. He filed an RTI application in the agriculture department for the list of 200 beneficiaries who had been given grants. The department was reluctant and the State Information Commission had to intervene to force it to hand over the information. Patel verified the information and found that fund worth Rs. 1, 78, 000 had been swindled by the Gram Sevak and some of the senior officials of the Agriculture Department. He filed a case in the court. The matter is sub-judice and one of the Gram Sevaks has been suspended .
