			<content:encoded><![CDATA[<p>For the past one year, Samarthan has been working to strengthen the members of School Management Committee in five Panchayats of Datiya district. In the process, nearly 35 members including four teachers received the training on “The Right to Free and Compulsory Education Act 2009” on 22<sup>nd</sup> October which made them aware about their roles and responsibilities as enshrined under the Act. The training also helped the members develop a School Development Plan for their respective Schools.</p>
<p>While expressing their concerns, members shared that the lack of adequate teachers in the school was crippling the quality of education in their villages. Taking a cue from the training, the SMC members of Pathari Gram Panchayat decided to fill up this gap by appointing guest teachers in the school and passed a resolution to appoint three competent youth (Bali Kiran Ahirwar, Guari Shankar, Lokendra Singh Ahirwar) from their village. There are 208 students enrolled in the primary school, and the appointment of these three teachers was pending for a long time.</p>
<p>The SMC was unaware of its role to initiate the process at its own level. Taking advantage of the unawareness of the SMC members, three youth from adjoining village approached the District Education Officer Mr. KG Shukla and secured the appointment letter for them. On 8<sup>th</sup> November, the SMC members having learnt the violation of the due process wrote back to the DEO, quashing the appointments and reinstating the three youth proposed by the committee. The DEO took immediate steps to correct the wrong and put in his sign of approval. Thus by awareness and exercise of power given to the members of SMC, not only did the school get three additional teachers but also the wrongs done at higher level were corrected.<br />

			<content:encoded><![CDATA[<p>Since 2008, Samarthan with the support of UNFPA is working on a project aimed at improving reproductive health among adolescents through the use of life skills in 205 villages of Sehore district. Trained youth facilitators in each village have developed groups of boys, girls and young couples who are oriented on issues of health and motivated to use reproductive health services.</p>
<p>In order to share our experiences and also learn from the best practices and lessons of others in the field, We are organising a workshop on 12th and 13th December, 2011. There are three main themes for the workshop:</p>
<p>•        RH education of adolescent youth: challenges and strategies</p>
<p>•        Risks before adolescent youth: substance abuse, sexual behaviour and violence</p>
<p>•        Usage of RH services by adolescents and married women</p>
<p>Each theme will have presentations from experienced professionals from the sector followed by a panel discussion. Mr. Narotham Mishra, Minister of Health, Govt. of MP (TBC) will be the chief guest for the workshop. The panel will be comprised of senior bureaucrats, UNFPA officials and heads of reputed institutions working in the health sector. Additionally there will be volunteers and youth from the field who will talk about their experiences as well.<strong></strong><br />

			<content:encoded><![CDATA[<p>Samarthan has initiated “Citizens Monitoring and Tracking Hub” in Sehore district with the support of UNMC to strengthen the ‘Telesamadhan’ initiative of the Government of Madhya Pradesh. Now the citizens of Sehore can send SMS in three easy details ((a) Three digit NREGA code giving block, Panchayat and village code, (b) Name of complainer and (c) short narration on complaint) and concern departments/officials will respond through channel of hub. The details of complaints are visible on website (<a href="http://sehore.samadhan.org.in/">http://sehore.samadhan.org.in/</a>), which is connected with GIS mapping system and anyone can see the nature and location of complaints.</p>
<p>The soft launch of website rides over the past initiatives by the Madhya Pradesh government Jan Shurti data on complaints registered by citizens is being used for the soft launch. This data &#8212; about 8000 complaints from 5 Blocks of Sehore &#8212; has been reformatted and adapted for use in CMT Hub for soft launch.</p>

<p>The district administration along with Departmental Heads and HCM Secretariat has participated in the soft launch. The Sehore District Administration was highly charged and enthusiastic about the project, probably because of the keen interest shown by Honourable CM for this initiative.</p>
<p><em><strong>Process of Complaint Resolving</strong></em></p>
<p>The CMT Hub has well defined order of complaint; from New to Acknowledge to Open to Resolve to Closed or Reopen status.</p>
<p><span style="text-decoration: underline;"><span style="color: #993366;"><strong>New : </strong></span></span>When an issue is filed &#8212; either through SMS, on the web, or by voice  the system shall generate a complaint ID and send it to the complainant through an SMS. The system shall also log this issue and would be available for viewing to the person manning the hub.</p>
<p><span style="text-decoration: underline;"><span style="color: #993366;"><strong>Acknowledge : </strong></span></span>The intent is to make the complaint actionable. On acknowledging the complaint, an SMS is sent to the complainant with the following detail: 1. Expected time of resolution of complaint, 2. Complaint ID, 3. a brief mention of the department responsible for resolving the complaint.</p>
<p><span style="text-decoration: underline;"><span style="color: #993366;"><strong>Open : </strong></span></span> An SMS would go the complainant and get a response indicating expected time of closure of complaint.</p>
<p><span style="text-decoration: underline;"><span style="color: #993366;"><strong>Resolved : </strong></span></span> (1) the concerned department updates the system with the specific work done to resolve the issue. (2) The concerned person also fills up a short summary for sending information through SMS to the complainant. The system generates an SMS back to the complainant indicating that the problem has been fixed.</p>
<p><span style="color: #993366;"><strong><span style="text-decoration: underline;">Re-open :</span> </strong></span>Complainant if not satisfied with the problem resolution can re-open the complaint by sending an SMS to the CMT Hub, or by calling the CMT hub and expressing dis-satisfaction at problem closure.</p>
<p><span style="color: #993366;"><strong><span style="text-decoration: underline;">Closed :</span> </strong></span>If the complainant does not respond to the SMS coming from resolved state within 7 days, the problem is assumed to be closed.<br />

			<content:encoded><![CDATA[<p>Samarthan has conducted report card study on primary education in 3 districts of Madhya Pradesh. Lack of proper arrangements for cleanliness and sanitation is one of the deterring concerns for the children attending school. Children, despite availability of funds for the purpose, are performing these functions. It is discomforting for children to use filthy washrooms. Nevertheless, as student are keen to attend school, they put-on to this inconvenience.</p>
<p>Findings reveal that there are two serious concerns of parents:</p>
<ul>
<li>Separate and usable toilets for girls are a rarity in government schools. Even if toilets are available, often they are locked during and after school hours.</li>
<li>There is lack of sufficient number of teachers, including women teachers.</li>
</ul>
<p>In order to equip schools, all the basic facilities mentioned in the provisions of section 9 of RTE Act, 2009, should be a mandate for schools.  <a href="http://www.samarthan.org/wp-content/uploads/2011/06/Report-Card_Education1.pdf">(For More Details Click here)</a></p>
<p>The PTA is considered to work as catalyst for bringing change in the perceptions of the community. The state has pinned its hope on community pressures to change perception of the parents who do not send their children to the school. It is also hoped that the community participation in the management and running schools shall be able to solve the problem of inefficiency in primary education. Community participation and pressures could put an end to problems like absenteeism of teachers, irregular opening of school and improving the quality of primary education. However, there are some basic concerns of parents relating to school infrastructure and features, which need to be address. Findings of the study give following suggestions for improving performance of government Schools as well as Parent Teacher Associations:</p>
<ul>
<li>There should be arrangement of sweeper for cleaning toilet and for general cleanliness at the schools. For this purpose, specific norms need to be prepared with clear guideline for implementation and fund allocation.</li>
<li>In order to augment resources, there is a need to converge funds from other departments.</li>
<li>In order to improve quality of teaching, engagement of teachers and their seriousness need to be improved. As per the education act, the teacher should not be involved in work that obstructs teaching. This should be strictly followed and monitored by the community, PTA and discussed in Gram Sabha meetings.</li>
<li>For proper coordination, there is an urgent need to define a reporting and coordination mechanism between PTA and Panchayat.</li>
</ul>

			<content:encoded><![CDATA[<p><strong>JANSUNWAI ON PDS IMPLEMENTATION IN URBAN WARDS OF RAIPUR CITY</strong></p>
<p>PDS is flagship program of the Chhattisgarh State and it is known for the better policy and implementation of this scheme. We have conducted study in two urban wards of Raipur city to assess the efficacy of PDS implementation. We interviewed beneficiaries of various categories, fair price shop keeper, elected representative and food inspectors to understand the overall performance of the programme. The study reveals various facts regarding exclusion of poor, complaints for quality and quantity of food grain, difficulties face by elected representatives in monitoring of the programme. In the view of these unexpected loopholes and malpractices we decided to hold public hearing. It was the first &#8216;Jansunwai&#8217; organized on 26<sup>th</sup> March 2011, on implementation of PDS in Chhattisgarh state.</p>
<p>Meeting was chaired by Mr. Samir Garg, State advisor of Supreme Court Commission for Right to Food. Food inspectors of respective shop also attended the Sunwai and offered immediate response to the issues related to implementation. Both advisor and food inspectors have promise raise the issues pertaining to policy reforms on various forums. The following issues were raised by the people gathered for Jansunwai.</p>
<ul>
<li>Irregular opening of shop number 63 causing problem to people residing in far off localities such as Chandi Nagar.</li>
<li>Exclusion of various vulnerable people from BPL list</li>
<li>Quality of food grain- Stone in rice and wheat, adulteration of sugar- One of the beneficiaries showed wheat filled up with stones distributed on the ration shop.</li>
<li>Distribution of 1 liter kerosene instead of 4 liter.</li>
<li>Problems faced to make duplicate card- people have lodged complaint from last 2 years</li>
<li>Irregular benefit to APL card holders</li>
<li>Deletion of name from BPL list during verification by mistake of department staff</li>
<li>Problem faced by deserted women to renew BPL card</li>
<li>Skipping of wheat of one month due to delay in supply</li>
</ul>
<p>Food inspector immediately called up the shop keeper and asked for the clarification of irregular timings of the shop. Also he instructed him to change the sacs of wheat with FCI and distribute quality wheat to the people. Food inspectors also assured to solve the problems of following people immediately on Monday.</p>

<li>Rajni Baghel- Deserted women- renewal of BPL card</li>

<p>Chairman of the programme Mr. Garg addressed the programme and concluded the hearing. State advisor also stated, &#8220;It was an eye opener for me. For the first time civil society has exposed me to the ground reality of PDS implementation in urban area.&#8221; He promised to follow up problems related to implantations such as- the non- formation of vigilance committee at all  ration shops, no SMS received by the people who have registered to receive SMS of food supply to  ration shop, delayed distribution of wheat. He will suggest government that rice should be distributed instead of wheat in case of delay in supply. Otherwise it violates the rule of Supreme Court that every household receives minimum 35 kg. per month.</p>
<p>He promised to have exchange of word at various government and non- government forums for all other policy issues such as inclusion of excluded vulnerable groups, unit entitlement of items instead of card entitlement.<br />

<p><a href="http://www.samarthan.org/wp-content/uploads/2011/02/well1.jpg"><img class="alignright size-thumbnail wp-image-1423" title="जाबकार्ड क्रं- MP 1709-002-009-01/213" src="http://www.samarthan.org/wp-content/uploads/2011/02/well1-150x150.jpg" alt="" width="150" height="150" /></a>जिला मुख्यालय पन्ना से लगभग 16 कि० मी० दूर जरधोवा, पन्ना जनपद की एक ग्राम पंचायत है। पन्ना से कटनी मार्ग से 4 कि० मी० पश्चिम दिशा में स्थित है। इस गॉव की सीमा से पन्ना टाईगर रिजर्व का क्षेत्र लगा हुआ है। इस गांव में पंचायत ने मनरेगा के तहत, विकास के कई काम कराए है, जिससे अब गरीबतम परिवारों के जीवन में बदलाव दिखने लगा है।</p>
<p>इस गॉव में 93 आदिवासी परिवारों में, गरीबी रेखा से नीचे जीवन यापन करने वाले मुलायम सिंह का परिवार भी शामिल है। पत्नि, तीन पुत्र, एक बहू एवं एक नाती को मिलाकर मुलायम सिंह के परिवार में सात सदस्य हैं। मुलायम के पास लगभग 8 एकड कृषि भूमि है। लेकिन जमीन में सिंचाई का साधन न होने से खरीफ में उडद, कोदव तथा थोडी मात्रा में धान तथा रबी के मौसम में थोडा चना औरं मसूर की फसल उगाकर परिवार का भरण पोषण करता था। इन दोनों फसलों से उसके परिवार के लिए बमुश्किल 3-4 माह का आनाज पैदा होता था। परिवार के लिए साल भर का अनाज जुटाने के लिए मुलायम सिंह के पास मजदूरी के अलावा कोई दूसरा रास्ता नहीं था। गॉव में मजदूरी नही मिलने के कारण आस-पास के  गॉवों में पत्थर खदानों पर कठिन परिश्रम करना पडता था। काम की मिली मजदूरी से घर में खाने की व्यवस्था करता और पुनः घर छोड कर मजदूरी पर चला जाता, साल के 6 माह उसकी यही दिनचर्या होती थी। ऐसा करते करते जब लडके बडे हुए तो वे भी मजदूरी करने लगे क्योंकि परिवार का खर्च बढने लगा जबकि सिंचाई का साधन नहीं होने से कोई खेती से कोई सहारा नही मिल पा रहा था। घर में आर्थिक तंगी के कारण उसने कभी कूप निर्माण के लिए हिम्मत नही जुटाई। क्योंकि खेती की आमदनी से परिवार का भरण पोषण ही मुश्किल था।</p>
<p>मुलायम सिंह को मनरेगा से कपिल धारा कूप निर्माण की जानकारी मिली तो उसकी खुशी का ठिकाना न रहा क्योंकि अपने खेत में कुंआ निर्माण तो उसके लिये कभी पूरा नही होने वाला स्वप्न ही था। ग्राम पंचायत जरधोवा द्वारा वर्ष 2008-09 में मुलायम के खेत में कपिल धारा कूप स्वीकृत कर निर्माण कार्य प्रारम्भ कराया।</p>
<p>कूप खनन के पहले दिन से ही मुलायम सिंह, अपने दोनों लडकों के साथ अपने कुंए की खुदाई में मजदूरी करने लगा। जिससे मजदूरी की तलाश में भटकने की चिंता खत्म हो गयी। दो बेटे और खुद, तीन लोगों ने अपने कुंए के निर्माण काम में 5000 रु० की मजदूरी कमाई और खेत में कुंआ भी बन गया। संयोग से कुंए में सिंचाई लायक पानी भी निकल आया।</p>
<p>अपने खेत में सिंचाई का निजी एवं स्थाई साधन बनने से उसने खरीफ के मौसम में वर्षा की चिंता किए बगैर धान की फसल लगाई। उसे पहली बार अपने खेत से 7-8 क्विंटल धान की फसल निकाली। रबी की फसल में मुलायमसिंह ने लगभग 18 क्विंटल गेह, 12 क्विंटल चना, 3-4 क्विंटल सरसों की पैदावार हुई। अनाजों की पैदावार के अलावा परिवार के लिए साग-सब्जी के इंतजाम के साथ, बीती गर्मी में भटा, टमाटर आदि सब्जी बेचकर उसे 4-5 हजार रू की नगद आमदनी भी हुई ।</p>
<p>अब मुलायम को बेफिक्री हो गयी है और वह प्रगतिशील खेती की योजना तैयार करने लगा है। आने वाले साल में गन्ना उगाने के लिये, उसने इस साल अपने खेत में बीज तैयार करने के लिये गन्ना लगाया गया है। मुलायम को सबसे ज्यादा खुशी इस बात की है कि जंगली जानवर उसकी फसल नष्ट नही कर पाते क्योकि उसे अब अपना खेत, घर या गांव छोडकर बाहर नही जाना पडता। मुलायमसिंह ने बताया कि पंचायत ने इस वर्ष उसके खेत में मेढ बन्धान का काम भी करा दिया है। इस काम में उसे मजदूरी करने से 3000 हजार रुपए मिले और उसका खेत भी सुधर गया है जिससे खेत की पैदावार बढेगी। अब पंचायत की पहल पर मुलायमसिंह को बुन्देल खण्ड पैकेज से डीजल पम्प हितग्राही, कृषि विभाग से पाइप लाईन तथा बायो गैस संयंत्र, उद्यानिकी विभाग से वर्मी कम्पोस्ट का हितग्राही चुना गया है।</p>

<p>पंचायत ने मनरेगा में कपिलधारा कूप उपयोजना के तहत, मुलायमसिंह के अलावा गांव के अन्य में 11 आदिवासी परिवारों के नाम सेल्फ ऑफ प्रोजेक्ट में शामिल किए हैं। सरपंच श्री मेघनसिंह (आदिवासी)  कहते हैं कि जरधोवा पंचायत का लक्ष्‍य है कि मनरेगा में छोटे किसानों को कपिलधारा कूप के साथ-साथ, सरकार की कृषि विभाग की नाडेप, बायोगैस निर्माण जैसी योजनाओं से जोडकर, मुलायमसिंह की तरह पूरे गांव को खुशहाल बनाया जाएगा। <strong> </strong><br />

<p style="text-align: justify;">Mulayam Singh’s family is one of the 93 families in the village living below poverty line. His family of seven includes his wife, three sons, a daughter-in-law and a grandson. He owns eight acres of agricultural land, and cultivation is dependent on Monsoon rains.  Since the land had no regular source of irrigation, he could only cultivate <em>Urad</em>, <em>Kodav</em> and paddy in Khareef season and gram and <em>masoor</em> as Rabi crop. The produce could barely provide for 3-4 months of food for the family. For meeting the rest of their needs, Mulayam singh had to look beyond his land for other sources of earning. As there was no source of employment in the village, so he worked in stone quarries in the nearby villages. Once the payments were made, he came back to Jardhowa, arranged for food for the family and once the money was over, he again went back to the stone quarry. This was his routine for at least  six months of the year.  His family was growing and his un-irrigated land could not support the family&#8217;s growing need for food. Thus, his sons were also forced to work as labourers in the quarry. In his hand-to-mouth existence, there was no scope of dreaming of a well on his land.</p>
<div style="text-align: justify;">So, when he learnt of Kapildhara Koop Nirman scheme (Kapildhara Well Construction Scheme), he was thrilled. Jardhowa GP sanctioned a well for his land under the Kapildhara Scheme, and the work began in 2008-09.</div>
<p style="text-align: justify;"><a href="http://www.samarthan.org/wp-content/uploads/2011/02/wel1.jpg"><img class="alignright size-medium wp-image-1415" title="wel1" src="http://www.samarthan.org/wp-content/uploads/2011/02/wel1-300x218.jpg" alt="" width="300" height="218" /></a>From day one of well construction work, Mulayam Singh and his sons started labouring to construct their own well and earned wages for it and thus they did not have to go to the quarry to earn. Together with his two sons, Mulayam Singh earned Rs. 5000/- as wages for constructing their own well. In the end, they found sufficient water to irrigate their land.</p>
<p style="text-align: justify;">For the first time in his life, Mulayam Singh sowed the Khareef crop without bothering about the fickleness of Monsoon rains. He reaped 7-8 qt. of rice. Under Rabi crop, his fields produced 18 qt. of wheat, 12 qt. gram, 3-4 qt. of mustard crop. Besides the grain, he could also grow vegetables for his own consumption. He earned earned about Rs.5000/- from selling tomatoes, brinjals etc. grown on his land.</p>
<p style="text-align: justify;">Now he is confident of providing food for his family throughout the year and this has given him room to think of applying progressive farming methods. He is planning to cultivate sugarcane in the coming season- he has already sown sugarcane for preparing seeds. Since he no longer goes out of the village for employment, he can protect his fields from wild beasts. He informed us that this year, the GP  sanctioned  bunding work on his fields. He earned Rs. 3000/- as wages for this work, besides the prospect of improvement in yields. At the Panchayat’s initiative, MulayamSingh has been chosen to obtain the benefit of Diesel Pump under Bundelkhand Package, bio gas equipments and pipe line from agriculture department and vermi-compost from the horticulture department.</p>
<p style="text-align: justify;">Mulayam Singh proclaims that MNREGA has transformed his destiny. He now dreams of educating his grandson in Panna and eventually an ‘officer’ job for him. The construction of the well has allowed him to dream bigger and bigger.</p>
<p style="text-align: justify;">Besides Mulayam Singh, the Gram Panchayat has included 11 other tribal families in the Self of Project.  Sarpanch Meghansingh says that the Panchayat aims at providing Kapildhara wells for small farmers, linking them to Nadep/ biogas production schemes of Agriculture Department and making the whole village as happy as Mulayam  Singh.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Samarthan hosted the first Convention of the recently formed “National Coalition of Organisations for Security of Migrant Workers on November 26 and 27, 2010 in the premises of Samarthan.</p>
<p style="text-align: justify;"><strong>Background</strong></p>
<p style="text-align: justify;">The National Coalition for Migrants’ Rights and Security is a country wide coalition of Civil Society Organizations, activists, researchers and academicians committed for improving the well being and conditions of labour migrants in India.   The Coalition is a response to the ever-growing reality of labour migration from poverty stricken rural areas on one hand and the widespread lack of services, programmes and policies aimed at improving the harsh conditions in which migrant workers live, work and earn a livelihood. The Coalition serves as a broad forum to educate public, governments and industry; to implement coordinated plans of action; and, to exchange information and experience arising from the growing work with migrant workers and their communities across the country.</p>
<p style="text-align: justify;">The Coalition bases its efforts in the principles of equality, opportunity and justice.  It seeks for full labor, livelihood, civil and human rights of migrant communities in India. The Coalition aims to bring together grassroots organizations, trade unions, policy analysts, research agencies, media groups and activists with direct work and/or demonstrated interest in issues of vulnerable migrant groups. The Coalition aims to work closely and converge its efforts with other campaigns and networks with similar aims and objectives.</p>
<p style="text-align: justify;">As of now, there are about 28 Organizations, including Samarthan, in the Coalition.</p>
<p style="text-align: justify;"><strong>History</strong></p>
<p style="text-align: justify;">In June 2010, a consultation was organized by the UIDAI (Unique Identity Authority of India) and Aazeevika Bureau on the issues of migrant labour at Udaipur. The participating organizations felt the need to come together to engage with the issues of migrant labour more effectively at the macro and micro level. Thus the National Coalition of Organisations for Security of Migrant Workers was formed. After the informal structure given at Udaipur, the Coalition met at Mumbai with UIDAI Deputy General Mr N.K Sinha and signed an MoU with UIDAI over the inclusion of migrant labours in the net of U-Id Number. <p style="text-align: justify;">Further, a follow up Meeting was held with UIDAI Chairman Nandan Nilekani and Director General, Mr. R.S. Sharma for formulating strategy for inclusion of migrants into the net of U-Id.</p>
<p style="text-align: justify;"><strong>Core Objective of the present Convention:</strong></p>
<ol style="text-align: justify;">
<li>Define the Coalition- vision,      objectives, strategies and intervention, policy and knowledge roles of the      Coalition. The Working Group will propose a draft mandate to the wider      group for debate and finalization.</li>
<li>To establish partnerships      and ensure cooperation among civil society groups, practitioners,      researchers, academia, policy makers and non-state/state stakeholders to      impact the migration–development nexus;</li>
<li>To exchange good practices      and experiences that can be adapted in different geographies in India to      maximize development benefits to vulnerable migrant workers and their      communities;</li>
<li>To influence, shape and      contribute to the national agenda on migration through identification of gaps      in information, policy and institutions for migrant workers at local,      state and national level.</li>
<li>To provide a platform for policy-makers      and policy practitioners to discuss policy, as well as challenges and      opportunities concerning the migrant labour in order to improve the      migration-development linkage and its outcomes for the vulnerable migrant groups.</li>
<li style="text-align: justify;">To build partnerships and alliances with networks and campaigns      around the country and internationally, for collaborative advocacy and      action to ensure rights of migrants.</li>
</ol>

<p style="text-align: justify;"><span style="font-size: medium;">जन सुनवाई में नगर पालिका दतिया क्षेत्र के <strong>29</strong> आवेदकों ने सामाजिक सुरक्षा पेंशन सम्बंधित विभिन्न अनियमितता और शिकायतों के प्रकरण एक स्वतंत्र पैनल के समक्ष प्रस्तुत किए गए। प्रकरणों की सुनवाईं नगर पालिका अध्यक्ष श्रीमति कृष्णा कुशवाह<strong>, </strong>मुख्य नगर पालिका अधिकारी श्री ए.के.दुबे<strong>, </strong>नगर पालिका शिक्षा समिति प्रभारी श्री दिलीप सोनी<strong>, </strong>स्थानीय वार्ड पार्षद श्री सरमन कुशवाह<strong>, </strong>सामाजिक कार्यकर्ता राघवेन्द्र सिंह परहित<strong>, </strong>फोर्ड फाउण्डेशन दिल्ली के प्रतिनिधि प्रोफेसर विष्णु महापात्र एवं समर्थन भोपाल के निदेशक डा. योगेश कुमार के सम्मुख की गई।<strong> </strong></span></p>
<p style="text-align: justify;"><span style="font-size: medium;">निशक्त जन श्री रफीक शाह उम्र <strong>56</strong> वर्ष निवासी वार्ड <strong>22</strong> ने अपने शिकायत प्रस्तुत करते हुये बताया कि समस्त दस्तावेज के साथ आवेदन जमा करने के बावजूद <strong>1</strong> वर्ष बीतने पर भी निशक्त पेंशन मिलना प्रारम्भ नहीं हुई हैं<strong>, </strong>इसी प्रकार श्रीमती जरीना के पति को गुजरे <strong>1</strong> वर्ष से अधिक हुआ किन्तु आज भी वह राष्ट्रीय परिवार सहायता योजना के तहत सहायता की आस लगाए इंतजार कर रही है।<strong> </strong></span></p>
<p style="text-align: justify;"><strong><span style="font-size: medium;">29</span></strong><span style="font-size: medium;"> प्रकरणों में अधिकतर प्रकरण विधवा पेंशन संबंधी थे। जबकि बाकी प्रकरणों में मिलती पेंशन बन्द कर दिए जाने<strong>, </strong>पेंशन की राशि कम निर्धारित दर से कम जारी होने<strong>, </strong>आवेदन के साथ दस्तावेंजों की कमी बताकर प्रकरण लौटाने या विचार न किए जाने<strong>, </strong>पेंशन का नियमित भुगतान न होने<strong>, </strong>पेंशन प्रकरण के निराकरण में  अत्यधिक समय लगने की शिकायतें प्रस्तुत की गई।<strong> </strong></span></p>
<p style="text-align: justify;"><strong><span style="font-size: medium;"><span style="color: #ff9900;"><span style="font-size: large;">नगरपालिका अधिकारी ने स्वीकारी कर्मचारियों की लेट-लतीफी</span></span></span></strong></p>
<p style="text-align: justify;"><span style="font-size: medium;">जनसुनवाई में उपस्थित नगर पालिका अधिकारी श्री दुबे ने नगर पालिका स्तर पर शिथिलता को स्वीकार करते हुये कहा कि हमारा प्रयास होगा कि हम समस्त प्रकरणों पर त्वरित कार्यवाही करके पात्र लोगों पेंशन लाभ तत्काल जारी करेंगे<strong>, </strong>साथ ही नगर पालिका अध्यक्ष श्रीमती कृष्णा कुशवाह ने कहा कि सभी निराश्रित जन मेरे प्रिय मतदाता है एवं वह नगर पालिका अधिकारी<strong>, </strong>शिक्षा समिति के प्रभारी स्तर को बतांए एवं वहां कोई कठिनाई आने पर मुझे बताएं<strong>, </strong>मैं पूरी मदद करूंगी।<strong> </strong></span></p>

<p style="text-align: justify;"><span style="font-size: medium;">नगरपालिका की शिक्षा समिति के प्रभारी श्री सोनी ने सभी प्रकरणों को ध्यानपूर्वक सुनते हुए प्रतिक्रिया दी कि प्रस्तुत किए गए समस्त प्रकरण की फाईल उन्हें उपलब्ध करायी जाय जिससे वे एक सप्ताह की अवधि में पडताल करवाएंगे एवं पात्र लोगों की पेशन यथाशीघ्र स्वीकृत कराएंगे एवं टालमटोल करने वाले लापरवाह लोगों के खिलाफ कार्यवाही भी सुनिश्चत कराएंगे।</span></p>

<p style="text-align: justify;"><span style="font-size: medium;">नगर पालिका और समर्थन के सहयोग से आयोजित जनसुनवाई में सामाजिक सुरक्षा की पात्रता रखने वाले निराश्रित लोगों ने अपनी बात जिला कलेक्टर<strong>, </strong>नगर पालिका अध्यक्ष श्रीमती शारदा पाठक<strong>, </strong>नगरपालिका अधिकारी एवं अनुविभागीय राजस्व अधिकारी के समक्ष रखी। पंजीकृत 42 आवेदकों में अधिकांश आवेदनों पर सुनवाई हुई एवं निराकरण भी । शेष प्रकरणों का नगरपालिका के दस्तावेजों से मिलान करने के बाद निराकरण किया जाएगा। प्रस्तुत शिकायतों का निराकरण मौके पर उपलब्ध उपसंचालक सामाजिक न्याय आर. के. सोनी<strong>, </strong>परियोजना अधिकारी शहरी-अरूण पटैरिया एवं अतिरिक्त कार्यक्रम अधिकारी प्रमोद पाठक द्वारा किया।<strong> </strong></span></p>
<p style="text-align: justify;"><strong><span style="font-size: large;"><span style="color: #ff9900;">मौके पर स्वीकृति व भुगतान </span></span></strong></p>
<p style="text-align: justify;"><span style="font-size: medium;">6 माह से नगरपालिका के चक्कर काट रही बीपीएल परिवार की बेवा पार्वती बाई पति स्व० सुरेश बसोर निवासी मोहल्ला टिकुरिया वार्ड-4 को जनसुनवाई में राष्ट्रीय सामाजिक सहायता योजना के तहत 10000  रूपये की राशि का चेक प्रदान किया गया तथा बेवा पार्वती के लिए 200 रूपए प्रतिमाह की राशि विधवा पेंशन के अंतर्गत स्वीकृत की गई। उल्लेखनीय है कि वार्ड पार्षद ने पार्वती बाई से पेंशन दिलाने के नाम पर 500 रू० भी लिये थे। आप बीती सुनाने पर कलेक्टर ने तत्काल कार्यवाही के निर्देश दिए और मौके पर चेक तैयार कर पार्वती बाई को सौंपा। इसी प्रकार वार्ड क्र. 17 की निवासी बेवा मुबीना पति स्व. अजीज मोहम्मद को भी विधवा पेंशन स्वीकृत कर दी गई।<strong> </strong></span></p>

<p><span style="font-size: medium;">जनसुनवाई में बेवा राधा रानी जडिया ने शिकायत प्रस्तुत करते हुए बताया कि उसकी विधवा पेंशन इस कारण से रोक दी गई है कि उसे अत्योदय अन्न योजना का लाभ दिया जा रहा है जबकि शासन ने ऐसा कोई निर्देश जारी नही किया है। इस मामले पर समर्थन संस्था के कार्यक्रम समन्वयक ज्ञानेन्द्र तिवारी ने जोरदार तरीके से पैरवी की और कलेक्टर ने फूड इंस्पेक्टर एवं सेल्स मैन को निर्देश दिए कि राधा रानी जडिया को अंत्योदय अन्न योजना एवं सामाजिक सुरक्षा पेंशन दोनों का लाभ दिया जाय। साथ ही इस तरह पेंशन रोके जाने वाले सभी निराश्रितों को भी पेंशन और अंत्‍योदय अन्न योजना का लाभ देना सुनिश्चित किया जाय।</span><strong> </strong><br />
