Inviting Applications for the Summer Fellowship Program at

Samarthan- Centre for Development Support

for

Research on Internal Migration in Madhya Pradesh

  • About the Organization- Samarthan- Centre for Development Support is a leading non-profit organization working in the Indian states of Madhya Pradesh and Chhattisgarh since 1995. The organization works towards promoting participatory development and good governance in both urban and rural areas.
  • Project Background- Over the last three years Samarthan has been deeply involved in working towards promoting the rights of the internal migrants in Madhya Pradesh through its project “Promoting rights of the socially and economically deprived migrant workers” funded by the Jamshedji Tata Trust by reaching out to migrants and the families through interventions at both the sending and receiving communities.
  • Position- Samarthan invites applications for the 2013 Summer Fellowship program to conduct primary research on internal migration in Madhya Pradesh.
  • Work Location- Samarthan, Bhopal.
  • Period of Assignment- 1st May 2013- 30th June 2013.
  • Remuneration- the Fellow will be given a monthly subsistence allowance of Rs 25,000 during the period of fellowship.
  • Eligibility- Applicants for the Fellowships should have completed a PhD in Social Sciences and should have published academic work in reputed journal. The applicant should have experience in researching on migration or similar issues in developing countries.
  • Deliverables- the Fellow will be expected to complete a research study and submit a report of publishable quality during their stay and make a presentation at a National Conference to be organized by Samarthan in the last week of June.

Applications should include a covering letter, curriculum vitae with names of two referees and a writing sample preferably published in a peer reviewed journal.
  • Last Date- The final date for receipt of applications is Monday, 5th April 2013. Late applications will not be accepted. The successful candidate will be informed of the decision by the end of 20th April.

Gram Panchayat  Dobhi is situated 33km from Budhni  block headquarters. Its population is 545  comprising of 115 households.  The majority belong to SC and backward castes.

Initially there  was a problem in motivating the  girls because the village elders did not  initially allow girls to  attend the meeting. The culture of the village was  such that girls did  not sit together and talk in public places. Secondly since  the greater  proportions of families are backward caste Chauhans and Meenas the  SC  families were afraid of sending their girls outside because they feared   being targeted. The female facilitator personally went to each house  and  related the aims of the project. When she talked about the issues  of hygiene  and sanitation the girls were motivated to join such a group  and convinced  their parents to allow them to be part of such a group.  Now regular meetings  are taking place monthly and the girls come  regularly.

Misconceptions  about menstruation have been  corrected. Sanitary pads are now used during the  menstruation cycle and  the girls do not regard it as unclean. Gynecological  problems arising  out of lack of hygiene are lessening. The Anganwadi  stakeholder is also  part of the programme and fulfils the Anganwadi’s function  of  educating adolescent girls. The girls’ meeting is held monthly in the   Anganwadi in which they are given inputs on sanitation and reproductive  health.

Girls have also  started putting forth their  opinions in the affairs of the household especially  with relation to  marriage. When they feel that the decision is not in their  favour they  have started raising protests against the decision. They are  demanding  their rights.

Gram Panchayat Banetha is situated 30 km away from Budhni block headquarters.  Its population is 1003 comprising of 150 households. The majority are Harijans.

The village was visited by the ANM and MPW who earlier provided services according to their whims and fancies. They did not provide services according to the need and were late as well as lacking commitment in their approach.

Both facilitators decided to intervene and met them along with the groups of girls and boys. The initial reaction was of hostility and the service providers questioned the right of the villagers to question them. The group warned them to improve otherwise they would take action soon and they would realize the might of the people.

The attitude slowly changed since they saw the block coordinator coordinating with the block headquarters. The situation also improved after the service providers received training at Samarthan. The rate of vaccination has improved. Earlier only 50% of families received vaccination. This has risen to 80%. The remaining 20% comprises of people who either have misconceptions about the effects of vaccination or are just not interested in allowing any intervention in their families. While the former are slowly becoming convinced the latter are currently beyond the capacity of the group to influence.

Gram Panchayat Akola is situated 25 km away from Budhni block headquarters.  Its population is 962 comprising of 102 households.

Earlier the Anganwadi worker did not collect children and people had to send children themselves. She gave only one type of meal for several weeks and did not open the facilities of the Anganwadi for the children. The female youth facilitator and 5-6 girls went to the worker and questioned her behaviour. The Anganwadi worker knew the facts but had behaved according to her whim because there was no one monitoring her. She readily agreed to change. She began going out to collect children. Now over 40-45 children participate whereas only 20 did so earlier. The meals are according to menu and even the parents have been told to ensure that the children get the meals according to the menu. The children also get to play with toys and other facilities of the Anganwadi.

Further, health services have changed for the better. When work started in the village they did a survey and found that the major problem afflicting girls was anaemia. The girls and boys did not get any information on health. The ANM and MPW only saw vaccination as their task and did not include education in it. When they started work and organized groups they were the first to give information. They conducted community monitoring of service providers. The villagers did not know about ANM and her services. The ANM did come regularly but the villagers hardly availed of her services. The group went to parents whose children had not been vaccinated or had done so only partly and motivated them to vaccinate their children. Even ward members were not aware about the ANM till they gained the information in the Panchayat Health Trainings.  Initially there were problems in the sense that people saw them as too young or did not see any benefits of the procedures. The ANM and MPW sat in the Panchayat and asked the Anganwadi to bring children. She used to bring children according to her whim. Now they ensure that children of all families are brought for vaccination.

Girls are now very active. Each girl does a survey of the pregnant women in their mohalla and ensures that she gets the requisite services. The boys basically help the girls in monitoring service delivery.
