Campaign on Right To Information (RTI)

With a network of 17 organisations across the state, the elected representatives and government officials were oriented on the provisions of the Act. During the year about 5300 elected representatives from 15 districts of Madhya Pradesh were oriented on RTI. Focus was to make the panchayat understand their roles as information seekers as well as information providers. This campaign was held as a follow up of the Training of Trainers that Smarthan had organised for NGOs in the previous year.

In Sehore and Panna districts, the panchayat secretaries of all the panchayats in Sehore and Ajaygarh blocks were oriented on the issue. Other frontline officials like ANM, Anganwari workers, agriculture extension officers and school teachers were also sensitised on the issue of RTI. Trainings on the issue of social audit and community based monitoring were held with community based organisations like youth groups, SHGs etc in these districts.

During the campaign more than 13000 citizens were oriented on RTI and nearly 1200 applications were filed either during village orientation or through the block level information resource centres. The common issues on which the community filed the application related to PDS, Teacher availability, Agriculture schemes, fund received in Panchayat, old age pension, provision of subsidy to the BPL families, copies of BPL list etc.

 

A Poor Citizen Demands Accountability

Jhallu Prasad is an ordinary daily wage labourer in the Deora Bhapatpur Panchayat of Ajaygarh block in Panna district. One day he saw that a road was being built right across his house. He could see that the road was of poor quality and decided to use RTI to gain a better picture. He sought information on the budget allocated, and the labour employed in the construction of the road. After getting the information, he verified the facts and it became clear that the muster rolls had been fudged and the material mentioned was of substandard quality. Prasad has filed a petition in court and a hearing on the same is waited.
