Samarthan supported the Madhya Pradesh State Planning Commission (SPC) in Aug-Sep 2009 in developing Integrated District Plans in the five convergence districts of Madhya Pradesh. The project is supported by UNICEF Bhopal.

Development of Manual on Integrated District Planning: A manual on Decentralised Integrated district Planning was developed in the assignment. The manual explains the structure proposed for decentralised planning in the state, the role of various stakeholders the process of planning and simple tools for collecting and analysing data for developing integrated plans for the district. The manual also contains the specific formats for collection of data and integrating them into a village level plan.

Roll out workshops in the convergence districts: Samarthan supported the State Planning Commission in rolling out the planning process by conducting a one day district level workshop in all the 5 convergence districts.  These workshops were attended by the Collector, CEO Zilla Panchayat and all departmental heads and it helped in setting the pace to the decentralised planning process in the district.

Capacity building of District level Master Trainers: Samarthan organised the training of District trainers for urban planning as well as rural planning. The trainers were identified by the District administration. The training focused on developing an understanding of the process of decentralised planning, the tools and the structure for completing the process of planning in the district.

Handholding support to the planning process: Samarthan provided handholding support to the district trainers in conducting the trainings of the Technical Support Groups (formed at a cluster of 2-3 panchayats) at the block level in each of the 5 convergence districts. Samarthan also provided handholding support in the districts in preparing the village level plans.

Developing package for compiling and integrating the plans: Samarthan facilitated developing a computer package integrating the plans at the Panchayat, block, Urban Local Bodies and the District level.

The assignment helped in demonstrating, how decentralised plans can be developed at the village and ward level and then aggregated at the block and district level to develop the district level plans. It focuses on strengthening the village and ward planning process in order to develop meaningful plans for the districts.
